Marketplace Plans vs. Non-Marketplace Options
The Health Insurance Marketplace (also called the Exchange) is a federal and state platform where consumers can shop for ACA-compliant health plans. Marketplace plans cover essential health benefits, cannot deny coverage for pre-existing conditions, and may offer income-based subsidies. Enrollment is generally limited to the annual Open Enrollment Period or a Special Enrollment Period triggered by a qualifying life event.
Non-marketplace options — such as short-term medical insurance, fixed indemnity plans, and supplemental coverage — are available year-round and do not require a qualifying event to enroll. However, these plans are not ACA-compliant, may exclude pre-existing conditions, and are not eligible for premium subsidies.
USHEALTH Advisors can help you understand whether short-term, fixed indemnity, or supplemental coverage may be appropriate for your situation.

Understanding Your Health Options

ACA / Marketplace Plans
Health insurance plans sold through the federal or state Marketplace under the Affordable Care Act. These plans must cover essential health benefits including hospitalization, prescriptions, maternity care, and preventive services. Depending on your income, you may qualify for subsidies that lower your monthly premium.
Short-Term Health Insurance
Temporary coverage designed to bridge gaps between major medical plans. These plans can offer quick enrollment and flexible term lengths. Note that short-term plans may exclude pre-existing conditions and do not include all essential health benefits required by the ACA.
Fixed Indemnity Plans
A type of supplemental insurance that pays you a fixed dollar amount when you receive a covered medical service, regardless of the actual cost. Common covered services include doctor visits, hospital stays, surgeries, and prescriptions. These plans are not major medical insurance and are not a substitute for ACA-compliant comprehensive coverage.
Supplemental Coverage
Dental, vision, accident, critical illness, and hospital indemnity plans that help fill gaps in your primary health insurance, providing additional financial protection for expenses major medical may not fully cover.
Frequently Asked Questions
- What is the Health Insurance Marketplace?
- The Health Insurance Marketplace (also called the Exchange) is a platform created under the Affordable Care Act where individuals and families can shop for ACA-compliant health plans. You can access it at HealthCare.gov.
- What is the difference between marketplace and non-marketplace plans?
- Marketplace plans are ACA-compliant, cover essential health benefits, and may qualify for income-based subsidies. Non-marketplace plans (short-term, fixed indemnity, supplemental) are available year-round but are not ACA-compliant, may exclude pre-existing conditions, and do not qualify for subsidies.
- Does USHEALTH Advisors offer marketplace plans?
- The plans available to you depend on your eligibility and the time of year. Options may include short-term medical, fixed indemnity, supplemental coverage, or ACA Marketplace plans during Open Enrollment. A licensed agent can walk you through what's available based on your situation.
- When can I enroll in a marketplace plan?
- ACA Marketplace enrollment is available during the annual Open Enrollment Period, typically November through January. Outside of Open Enrollment, you may qualify for a Special Enrollment Period if you experience a qualifying life event such as losing existing coverage, getting married, having a baby, or moving.
Non-ACA plans, including short-term medical insurance, fixed indemnity plans, and health care sharing programs, are not required to provide all essential health benefits and should not be considered a substitute for comprehensive major medical coverage. Coverage for pre-existing conditions, benefit availability, limitations, and exclusions will vary depending on the plan type, carrier, and your state of residence.
